I like www.epicurious.com It isn't a forum exactly but the recipe rating and comment system is right on. You can bet on how a recipe turns out by the number of ratings and what the rating actually is. I can only imagine that one day they will connect the users in a direct forum, but not yet sadly... This is managed by the company that publishes many cooking/recipe magazines and maybe a zillion people use it. It is updated at least once a week and all of the articles are current and seasonal. Chefs use this all the time...
